Paul's argument in Galatians is covenant-historical…he describes the relation of the New Covenant to the 2 covenants before it (Abrahamic and Sinaitic)…hence the covenants of promise, law and faith. Paul argues that the New Covenant is a covenant in its own right, and that it displaces the temporary Sinai covenant.
